Method
 

Step-by-Step Instructions
  1. Preheat the oven to 350°F (177°C) and prepare an 8-inch square baking pan with parchment paper.
  2. In a bowl, combine brown sugar, flour, and cinnamon. Add cold cubed butter and mix until coarse crumbs form.
  3. In another bowl, whisk together flour, baking powder, baking soda, and salt.
  4. Beat softened butter and sugar until fluffy. Add eggs one at a time and mix in vanilla and sour cream.
  5. Mix dry ingredients into wet ingredients gently. Stir in milk.
  6. Spread half the batter, sprinkle half the crumb topping, layer remaining batter, and top with crumbs.
  7. Bake for 35-40 minutes until golden brown and a toothpick comes out clean.
  8. Cool for 15 minutes and prepare icing by mixing sugar, vanilla extract, and milk.
  9. Drizzle icing over slightly cooled cake, cut into squares, and serve.
