Step-by-Step Instructions
  1. In a large mixing bowl, combine ground beef with soy sauce, chili flakes, and a pinch of black pepper. Mix evenly and set aside for 5 minutes.
  2. Fill a shallow dish with warm water and dip each rice paper wrapper for about 15 to 20 seconds until pliable.
  3. Place a spoonful of the seasoned beef mixture in the center of the softened rice paper wrapper. Add fresh basil leaves, fold the sides, and roll tightly.
  4. Heat a non-stick skillet over medium heat with a small amount of oil. Cook the rolls seam-side down for 3 to 4 minutes, flipping halfway.
  5. Remove the rolls from the skillet and let them cool slightly on a paper towel. Serve warm with your favorite dipping sauce.
